The Inter-American Court of Human Rights set important standards on the obligation to cooperate in cases of gross human rights violations. In the Julien Grisonas v. Argentina case, the Inter-American Court recently ordered Argentina to coordinate interstate efforts, through the creation of a working group, to investigate the serious violations of human rights that occurred in this case and in the context of “Operation Condor.” In particular, the reparation measure included third states that were not involved in the case. This decision raises at least two questions: Can the Inter-American Court compel third states to comply with a reparation measure under the obligation to cooperate and the principle of collective guarantee? Second, does this decision open the debate about shared responsibility in the Inter-American Human Rights System?
